This isn't about "Who manages the sa-test_at_sendmail.net account" but
a problem with the DKIM setup. sa-test simply reported that there
is a problem. You could also try some of the other DKIM test
tools/autoresponders. AFAICT sendmail.net does not offer help to
set up (Open)DKIM.
