sign all with csl KeyTable/SigningTable

I'd hoped a single configuration of the following would sign all local
emails with a key from a single domain. It didn't work in
opendkim-2.6.8-4 (debian stable) and but it seems to work in the develop
head.

SigningTable csl:*=all
KeyTable csl:all=example.com:test:./testkey.private


As its a pretty neat configuration the attached is a patch tests it works.

The document patch puts in the opendkim/README
