That string is logged when a message isn't signed, and:

1) Syslog is "true", and
2) verify mode is enabled, and
3) LogWhy is "true" or On-NoSignature isn't "accept"

If LogWhy is "true", it's a DEBUG message, otherwise it's a NOTICE
message.
