Here's the full set of build-depends for the packaged version of opendkim:

Build-Depends: debhelper (>= 9), dh-autoreconf, pkg-config, libmilter-dev,
 libdb-dev, libunbound-dev, libldap2-dev, liblua5.1-0-dev, autotools-dev,
 libbsd-dev, libopendbx1-dev, libxml2-dev, libssl-dev,
 libjansson-dev, libsasl2-dev, libmemcached-dev

That (and build-essential) should be enough.

Do you have --with-libcurl pointing to the correct location?

If you need to install an additional package, I'd guess it's libcurl4-openssl-
dev.
