That's not correct; if libmilter already runs several times on several
cores, then so does opendkim. In the executing environment, libmilter is
part of opendkim, not part of sendmail.
So as Claus said, if your operating system's implementation of POSIX
threads doesn't spread those threads over multiple cores, then that's the
limitation.
What to do about it is the real question.
