Are you overriding in your sendmail.mc which macros are provided to
the milters at various stages of the smtp conversation?

If you add "LogWhy Yes" to your opendkim.conf and restart opendkim, it
should log messages about its decision making process when determining
whether to sign. Examples:

Oct 18 04:02:06 webmail1 opendkim[20556]: p9IB25lZ003729: no signing
table match for 'root_at_webmail1.ivenue.net
