milter-reject: END-OF-MESSAGE

Hi,
I'm getting this message fairly frequently:
milter-reject: END-OF-MESSAGE from exchangeserver.domain.com[10.10.200.83]: 4.7.0 resource unavailable;

I turned off debugging and keep temporary files after I got everything working. Do I need to turn those options back on to understand this error?
