It should temp-fail whatever messages it's processing.

Yes; you would specify a data set as:

        ldap://server1/... ldap://server2/...

It would prefer connections to server1 but try server2 if it's not available, and rebind toward the preferred servers once it's available again. The underlying OpenLDAP library takes care of all of that.
