I would guess that the signatures being selected aren't being generated
with "z=" tags. There's nothing to which the _FFR_DIFFHEADERS code can
compare without that.

If you do have a message that fails with "z=" tags but doesn't generate
the diff, please attach it to your reply so I can run it through the
debugger.
