you cannot strip down all depencencies.
but you could distribute them.
Imagine a setup for signing only. There is no need for validation, statistics and reputation.
For that reason you may split opendkim in multiple pieces:
1. opendkim
2. opendkim-repute
3. opendkim-stats
1. signing and validation
2. running a reputation service
3. sending to a statistic server
for every part different perl modules are needed.
