Beta3 is now available for download. Changes since Beta2:

o Update copyrights on numerous files
o Fix the opendkim-atpszone build
o Improve SQL connection error detection
o Add _FFR_POSTGRESQL_RECONNECT_HACK for handling dead connections to
   PostgreSQL servers (compensates for a libpq bug)
o Minor changes to the GNUTLS port
o Minor adjustments to libar trace logging
o Document updates
