The text is probably misleading. The report actually contains the body in the report part, encoded as "DKIM-Canonicalized-Body" in base64. See opendkim/tests/t-verify-report.txt for an example from one of our unit tests.

Can you post your configuration file? My guess is there's a sender domain override in effect, and it uses that to construct the report destination.
