Did you autoreconf based on the configure.ac that's in CVS? Older
versions of libtool, automake and autoconf have caused problems for us (SM
has observed several).
I'm doing development with:
autoconf (GNU Autoconf) 2.62
automake (GNU automake) 1.10.1
ltmain.sh (GNU libtool) 2.2.6
I can give you a "configure" generated here and you can see if that also
fails on your system.
