I am getting random make check failures with automake-1.13.1. Out of 15

NEWS for automake-1.13 mentions some changes for make check - parallel
runs instead of serial for one. And indeed adding serial-tests to
AM_INIT_AUTOMAKE solves the problem but breaks compatibility with
<automake-1.12 - yay! A proper fix would be better.
