The OPERATION section says you have to meet specific criteria, which are
(1) ... and (2) (a) ... (b) ... (c) ... or (d). So you have to meet (1)
and then any of the options of (2) for signing to occur. The logging
added by LogWhy are supposed to tell you which test(s) are being satisfied
(or not) in this logic.
