with chaning filters, or milters in master.cf one can disable it in a
way that solves it, so header test is only done on some transports, and
some transports call dkim-signer, but maybe just tell dkim-signer to not
sign the removed header ?, then its not important in with order its done
in, and you can just use smtp_header_checks
