what happens if you define:

milter_default_action = reject

in your main.cf file? Do not forget to do a 'postfix reload'.

If you then telnet to the Postfix smtp port, and send a sample message
interactively via EHLO, MAIL FROM etc.? Do you get an SMTP 5.x.y status?
If so, there seems to be a milter (configuration) error.
