One other aspect of this is that a message with no valid signatures is
assumed to have been signed by the "NULL" domain, meaning one limit can be
applied to all such messages in the aggregate. And a domain that has no
record in the first is not rate-limited at all.

That last point is likely to change at some point; it's the focus of my
current experimentation.
