Which one is line 9 ?

I asked in the #postfix IRC channel:

non_smtpd_milters would be appropriate in main.cf, but
milter_default_action and milter_protocol certainly can be.

So it's possible you're putting them in the wrong place, but that's
just a guess on my part. Steve might be able to offer more insight
into it since he seems to run postfix.
