It is what they use in m4. I don't know whether it was invented
there; in regular text, paired quoting is done with “ (66) and ” (99)
more often than ‘ and ’, IME. The obvious advantage of paired quoting
is the possibility of nesting quotations to any level, much like when
using parentheses. In facts, autoconf replaces m4 ticks with brackets
for clarity.
