I think the opendkim/README gives a pretty complete walk-through of the
case where you want to sign with a single key for a single domain, and
verify incoming mail without taking any special action on it. You don't
even need a configuration file for that most simplest of cases.

The third thing you said, about wanting to reject mail that should've been
signed, is the ADSPAction setting and for that you'd need a configuration
file, though it could contain only that one line.

Another simple cases would be a verify-only server ("-b v" on the command
line, no need for "-k", "-d" or "-s").

If I think of more I'll post them.
