I would have expected the search bit to be required if you were going to look in a directory and then use a filemask to search for files, but if you already know the name of the file and pathname to the file it seems logical (to me) that you'd only need read permissions on the file as you're simply opening it and not searching for it??

I'll have to do more reading on this I think.
