--with-odbx flag not working with opendbx

Super bummed. Jump through a few hoops to get opendbx available for all
branches of the Fedora/EPEL repos just so I can build OpenDKIM against
it.... then OpenDKIM does this to me on build:

checking for LIBODBX... no
configure: WARNING: pkg-config for libodbx not found, trying manual
            search...
configure: error: opendbx not found

As you can from the root.log, the opendbx package IS installed on the build
system (see https://apps.fedoraproject.org/packages/opendbx for the
sub-packages it provides).

So my question is: what specifically is OpenDKIM looking for to satisfy
itself that OpenDBX is available so I can patch it?
