Nope:

# grep ':0:\|:989:' /etc/group
root:x:0:
opendkim:x:989:

However, here's another clue. With more experimenting, I discovered that if
I uncomment the following line in /etc/opendkim.conf:

#KeyTable /etc/opendkim/KeyTable

it will start. Past versions didn't require that to be uncommented. I've
verified by re-commenting and attempting to restart, and getting the error
message again.
