t-sign-report might need to be skipped when xtags is off

Hi,

t-sign-report fails when xtags is off.
| opendkim: t-sign-report.conf: configuration error at line 10: unrecognized parameter
| miltertest: ./t-sign-report.lua: mt.connect(): unix:/usr/ports/mail/opendkim/work/opendkim-2.5.0/opendkim/tests/t-sign-report.sock: connect(): No such file or directory
| miltertest: filter process exited with status 78
| *** simple/simple signing test requesting reports
| FAIL: t-sign-report

Since we haven't noticed this so far, I'm just ignoring it.
