Thanks Murray.

The patch fixes the problem. odk runs again with reputation settings enabled.

my config:
BaseDirectory /var/lib/dkim
UserID dkim

/var/lib/dkim is set as users homedirectory, mode 0700 and owned by the user.

But there are no additional file created when odk starts.
