In that case, the issue is that opendkim.org is generating more traffic than is usual for you (probably true today!), and the system is responding accordingly. There is a traffic shaping component to what it does. The temp-fail will reset every hour and re-evaluate (although I'm observing that on my system right now for reset bugs, hence the issue you saw in your logs).
