BodyLengthDB also checked on verify

Hello,

last days I played with BodyLengthDB. I configured "BodyLengthDB csl:*"

While signing, now all mails get an l= tag. -> OK
But inbound mail, verified by opendkim triggers also a message
"BodyLengthDB matched foobar, signing with l= requested"

It looks like the code in opendkim.c, ~line 11153 is not in an optimal
codepath. The check should only be done when opendkim acts as signer.

I tried to move the code inside mlfi_eoh. No success :-(
Maybe there is a variable to test if signing/verifying.
