Dirty hack idea: the feature "--enable-maxverify" enforce "SendADSPReports=no".

I would like to know
- why Todd configured "MaximumSignaturesToVerify 1"
- the reason, the feature was introduced into opendkim

I did not use the feature because it make no sense to me
not verifying all signatures.
