Changes since Beta3:
o Slide 2.3.1 one more day
o Set DKIMF_DB_DATA_OPTIONAL for refiles in dkimf_apply_signtable()
o Fix bug #SF3234178: Correct handling of a KeyTable entry for which the
key data is empty. Based on a patch from Yoshiaki Yanagihara.
NOTE: Please do a "make check" before installing to confirm whether or not
Daniel's report of unit tests failing is an isolated incident.
I'd really like to get this stable and out this week, but if there are any
more issues I'll likely delay it until early April since I'll be pretty
busy next week at IETF.
