I don't think adding a function and one #define should bump an ABI.

An ABI bump consists of IMO quoted from elsewhere. "Let’s just say that when
you make an ABI bump you either remove functions, or you change the meaning
of some functions (like the parameters, the behaviour or other things like
those)."
