As you probably know by now, "KeyList" is being dropped as of v2.0.0 in
favour of "KeyTable" and "SigningTable".
I'm not planning to provide backward compatibility for this, i.e. we won't
read KeyList and convert it to its equivalent in the next version. I
think this is acceptable given it's a major release.
Anyone disagree?
