Project guidelines

Now that the project is getting some increased momentum and more than just
a couple of people with commit access, I've put some guidelines down that
I've been following since the start of the project. They're in a file
called ProjectGuide at the root directory on the trunk. I'd like us
to follow them going forward as they have worked very well with the
management of this project and others I've worked on.

Please take a look and comment at your leisure, and feel free to make
suggestions.
